The IFAB is comprised of the four British football associations (England, Scotland, Wales and Northern Ireland) with one vote each, and FIFA, covering the remaining 207 national associations, with four votes. In this way, all five bodies ensure that Laws are preserved respecting football’s traditions as well as its international reality. Passing a motion requires a three-quarters majority.
\nThe Football and Technical Advisory Panels FAP and TAP, include experienced members from the football world, like former players and referees, that support The IFAB’s Technical Subcommittee in the decision-making process. Actual changes to the Laws can only be introduced during the Annual General Meetings (AGM), where the General Assembly formed by the key representatives of the IFAB take part and which are normally held every February or March in England, Scotland, Wales or Northern Ireland in rotation, as well as other locations decided by FIFA in years of the FIFA World Cup™.

AFC Director of Referees since 2016, Maidin has contributed to the development of Asian Refereeing for over two decades as match official, instructor and manager. Having represented Asia at the 2006 FIFA World Cup and the 2005 FIFA Confederations Cup, Maidin was twice selected AFC Official of the Year in the mentioned consecutive years.
\nRecognised for his solid experience as referee instructor and referee assessor at FIFA and AFC level, Maidin was appointed as part of the instructors’ team of the 2012 Olympic Games in London and the 2010 FIFA World Cup in South Africa. Other highlights of his career include the 2004, 2000 and 1996 AFC Asian Cup editions, as well as the 2003 and 2001 FIFA World Youth Championships. The Singaporean also became the only non-African match official at the 2006 African Cup of Nations and led United Arab Emirates Football Association (UAEFA) referees as Technical Director from 2013 to 2015.

\nRosetti is widely considered to be one of the greatest referees of all time. He took charge of his first match in Serie A in 1998, officiated at almost 200 games in Italian top division and was named “Serie A Referee of the Year” four consecutive times (2006, 2007, 2008, 2009).
\nAt the international level, Rosetti was a FIFA referee from 2002 up to his retirement in 2010. The highlight of his career came during UEFA EURO 2008, where he refereed the opening match, as well as the final (Germany – Spain 0:1). The same year, he was announced the World’s Best Referee by the International Federation of Football, History and Statistics (IFFHS). He was also active at the FIFA World Cup (2006, 2010) and 23 UEFA Champions League matches.

","subtitle":"Annual General Meeting","mainTitleIndent":"-0.01em"}],"content8":"The Annual General Meeting (AGM) is the ordinary meeting of the General Assembly, normally held in March. The four British football associations and FIFA host the meeting in rotation.
The AGM takes decisions related to the Laws of the Game and deals with any other relevant topics. During voting procedures, the British associations have one vote each and FIFA has four votes. All decisions require a three‐quarter majority.
The decisions of the AGM regarding changes to the Laws of the Game are binding on confederations and national football associations as from 1 June following each meeting. However, competitions can implement any changes once they have been officially announced by The IFAB (normally within 4-6 weeks after an AGM) and competitions which have started before 1 June are permitted to delay implementing the changes until the end of the competition (at the latest).
ABM
","subtitle":"Annual Business Meeting","mainTitleIndent":"-0.01em"}],"content9":"The Annual Business Meeting (ABM) consults on proposed changes to the Laws of the Game presented by the Executive Support Office in collaboration with the Technical Subcommittee, and based on feedback provided by the Football Advisory Panel (FAP) and the Technology Advisory Panel (TAP). It decides which topics shall be dealt with at the Annual General Meeting (AGM) and decides on experimentation of proposed Law amendments before being considered for implementation.
The ABM is attended by the General Secretaries and technical experts of the five members of The IFAB as well as The IFAB’s Technical Director. The General Secretary of the association responsible for hosting the following AGM chairs the ABM, which normally takes place in November.
